Eligibility Criteria
Required Education
Minimum: Bachelor’s degree in Law (LLB) from an HEC-recognized university/institution. Preferred: Master’s degree in Law (LLM). International degrees must be accompanied by an HEC equivalency certificate.
Experience Profile
Minimum 10 years of post-qualification experience in legal practice, relevant corporate job experience, or a combination of both. Hands-on experience dealing with laws and regulations specific to the electricity/power sector is considered a strong added advantage
Key Competencies Required
- Energy Sector Regulatory Expertise: In-depth understanding of power generation regulations, NEPRA compliance, Power Purchase Agreements (PPA), and Gas Supply Agreements (GSA).
- Corporate Governance & Strategy: Skill in advising C-suite executives and the Board of Directors on public sector regulations, statutory compliance, and corporate legal risks.
- High-Stakes Contract Vetting: Expertise in drafting, negotiating, and vetting complex infrastructure, procurement, and commercial agreements.
- Litigation & Dispute Resolution Management: Capability to direct legal proceedings, manage outside legal counsel, and handle arbitration/mediation matters effectively.
- Public Sector Regulatory Frameworks: Thorough knowledge of Government of Punjab procurement rules, company manuals, and statutory frameworks governing public thermal power utilities.

The Chief Legal Officer will serve as the chief legal authority for QATPL, overseeing all corporate, regulatory, and contractual matters pertaining to the operation of its 1180MW RLNG-based Combined Cycle power plant located at Bhikki, District Sheikhupura.
Key responsibilities include:
Advising executive management and the Board of Directors on corporate governance, public sector compliance, and statutory regulations.
Managing litigation, dispute resolution, power purchase agreements (PPA), gas supply agreements (GSA), and regulatory proceedings before energy regulatory bodies.
Drafting, reviewing, and negotiating commercial agreements, tenders, and organizational procurement contracts.
