Key Competencies Required
- Regulatory & Compliance Governance: Deep understanding of international data privacy standards—specifically GDPR—and information security frameworks such as ISO 27001, ISO 27701, and CISA/CISSP protocols.
- Public Sector Project Execution: Hands-on expertise in navigating Public Sector Development Program (PSDP) frameworks, managing cash plans, complying with PPRA rules, and fulfilling government reporting metrics.
- Financial Oversight & Due Diligence: Strategic financial management skills covering DDO operations, budget allocations, fund reconciliations, tax compliance, and auditing.
- Project Monitoring & Evaluation: Proficiency in tracking project lifecycles, evaluating deliverables against approved PC-I targets, and generating compliance data for ministry-level reviews.
- Industry Engagement & Capacity Building: Ability to interface with IT/ITeS companies, facilitate corporate certifications, and build ecosystem readiness for high-value export markets.

Additional Details
PSEB aims to boost IT/ITeS export growth and elevate Pakistan as a globally competitive technology destination. Under this initiative, applications are invited for the following contractual project positions:
1. Project Manager (PPS-09)
Role: Leads and oversees the overall execution of project deliverables, contract management, cash plans, and compliance with PPRA regulations. Ensures alignment with international standards like GDPR and ISO 27001.
2. Finance Manager / DDO (PPS-09)
Role: Functions as the Drawing and Disbursing Officer (DDO). Manages financial planning, bill processing, accounts receivables/payables, bank reconciliations, cash flows, financial forecasts, and tax compliance.
3. Project Officer (PPS-08)
Role: Supports project management activities including execution, task tracking, preparing EOIs/tender documentations, coordinating events, and tracking milestones.
4. Assistant Manager Monitoring and Evaluation (PPS-08)
Role: Responsible for project monitoring, progress assessment, evaluating performance metrics against approved PC-I, and generating periodic reports for MoITT and audit teams.
Education & Qualification Criteria
Project Manager (PPS-09):
Minimum 16 years of HEC-recognized education in Management Sciences, Human Resources, Business Administration, Computer Sciences, Engineering, or IT.
Certifications like CISA, CISSP, ISO 27001, or GDPR are preferred.
Finance Manager / DDO (PPS-09):
MBA (Finance), ICMA, ACCA, or equivalent qualification from an HEC-recognized institution.
Project Officer (PPS-08):
Minimum 16 years of HEC-recognized education in Management Sciences, Human Resources, Business Administration, Computer Sciences, or IT.
Assistant Manager Monitoring and Evaluation (PPS-08):
Minimum 16 years of HEC-recognized education in Management Sciences, Human Resources, Business Administration, Computer Sciences, IT, or Project Management.
Experience Requirements
Project Manager (PPS-09): Minimum 8 years of professional experience, with at least 4 years managing IT capacity-building projects. Experience in PSDP, ADP, or government-funded projects is preferred.
Finance Manager / DDO (PPS-09): Minimum 8 years of post-qualification experience as a Finance/Accounts Officer handling complex financial transactions, due diligence, and tax laws.
Project Officer (PPS-08): Minimum 4 years of post-qualification experience in HR Development, Project Management, or Capacity Development projects. Prior experience in PSDP/ADP projects is preferred.
Assistant Manager Monitoring and Evaluation (PPS-08): Minimum 4 years of post-qualification experience in Project Management / M&E, including at least 3 years working on PSDP projects.
